plugCheck found 16 unpluggable fibers for plate 1050.
reFiber.tcl was used in astrotools to re-assign fibers 
after a (virtual) rotation of the plate (the original 
plPlugMapP file was renamed with a .OLD suffix):

   source reFiber.tcl
   reFiber plPlugMapP-1050.par.OLD plPlugMapP-1050.par 10

The 10 degree rotation was found by trial and error to
result in all fibers being pluggable. A new overlay plot
was then made using makePlot in plate, and a new
plugCheck.out file was also generated.
