Due to a bug in exprEval in tcl, secTarget was set to 
-2147483647 (= 0x80000001) instead of the intended
-2147483648 (= 0x80000000) in the original
plPlugMapT and plPlugMapP files. To fix this, the original
files were moved to the "OLD" directory, then "fixtarg.scr"
was run, which simply used sed to make the needed change
in secTarget in the plPlugMap* files.

Also the 0x20 LRG bit was not set for the Cut II LRGs.
This was also done by "fixtarg.scr", which changed
-2080374784 (= 0x84000000) to -2080374752 (= 0x84000020).

The revised plPlugMapP files were then used to replace the
old files, in the sdssdp4 anonymous ftp area

  /sxftp/plates/dr2002.05.3/PlugMapP

as well as on plate-mapper.apo.nmsu.edu under the direcotry

  /ide_disk/plates/plate-1021-1037

"post completeTile" complained about the different completeTileVersion
in the plPlugMapT files; specifically it's v3_1_0 for tiles 9236-9245
and v1_0 for 9246-9252.  I hand edited the completeTileVersion 
from v1_0 to v3_1_0 in the 9246-9252 plPlugMapT files to get them to
stuff.  However, the complaint by "post completeTile" is really in
the difference in completeTileVersion between the first tile and each
subsequent tile.  So the future solution is to separately stuff 
plPlugMapT files with different completeTileVersion.
