plugCheck gives 16 unpluggable fibers for plate 717.
reFiber.tcl was used in astrotools to re-assign fibers 
after a (virtual) rotation of the plate (the original 
plPlugMapP file was renamed with a .OLD suffix):

   source reFiber.tcl
   reFiber plPlugMapP-0717.par.OLD plPlugMapP-0717.par 20

The 20 degree rotation was found by trial and error to
result in all fibers being pluggable. A new overlay plot
was then made using makePlot in plate.

The new plPlugMapP and plOverlay files were also copied to 
the sdssdp4 anonymous ftp area

   /sxftp/plates/dr2001.10/
